Development of email marketing software required

I am looking for an experienced programmer to create software (either desktop or web application) for mass email distribution.
What is needed:
An interface where you can upload a list of email addresses (CSV, TXT).
Ability to customize the email text with variables (for example: name, date, etc.).
Support for SMTP (with the ability to add multiple accounts).
Scheduling settings between sends (anti-spam protection).
Report on successful and failed sends.
A send log is desirable.
Additional advantages:
Ability to connect proxies or VPNs.
Handling attachments (documents, images).
Simple CRM system for storing sending history.
Platform: to be discussed (Windows / Web / cross-platform solution).
Timeline: preferably within 1–2 weeks.
