1. For the implementation of such a project, the budget is extremely, extremely insufficient. Especially if performance is very important. The only implementation that would fit into the budget is if you essentially already have a set of different tools and you know how to use them to achieve the desired final result, and the developer is only required to create an orchestrator that will "pull" all these different tools (like ffmpeg) with the necessary parameters, which you already know and will provide.
2. You mentioned an already existing script. What has already been implemented from the list described in the document? The percentage ratio.
3. If I understood correctly, you need to strictly implement what you described, and exactly as you described. No research work on my part is expected (on bypassing modern duplicate search systems). Otherwise, this will add an indefinite amount of work and accordingly affect the price.
4. Regarding multiple re-encoding, ffmpeg is capable of saving in raw format.
