ПО поводу VBA , как мне кажется, это самый простой способ добавления данных в эксель с подержкой его начального вида. Конечно же если вы профи в другом языке программирования, то вам легче на том, на чем вы спец. Кстати, я рассматриваю все варианты.

практически никакой разницы нет, из какого языка делать обращение к экселевской библиотеке, что VB, что C#.
чем дальше, тем меньше кроссплатформенность.
я бы не мучался и написал просто макросы к экселю, если реляционная модель не слишком сложная и эксель её выдержит.
