You will not be able to install a vpn/proxy on shared hosting to use the database as you described. It can be used without a vpn, but shared hosting providers do not like it when their database servers are accessed outside of their network. Alternatively, you can configure the sites to connect directly to the database on a VPS, but then there may be network delays if the site is overloaded with users.
