хорошо, у вас есть такие этапы:
1 - анализ того что есть, и предложение по доработке/улучшению.
2 - согласно составленного т.з. исполнителем - сделать дизайн.
3 - по разработанному дизайну - выполнить верстку.
4 - по верстке выполнить интеграцию на вордпресс.
вы готовы оплачивать эти 4 пункта в сердних рыночных ценниках или всё же 1 пункт сделать за спасибо а остальные по оцене 1.5 пункта?
у вас вообще никаких исходных данных чтобы можно было хоть от чего оттолкнуться и начать предложения.

исходя из предыдущих публикуемых ваших проектов это работа с готовой темой которая не оптимизирована и т.д. могу сразу сказать что это не самый лучший вариант поскольку быть может что та тема вообще не рассчитана на какие-либо изменения.
вы готовы рассматривать вариант полностью переверстка по примеру темы и создания темы с нуля?

Я это не готов рассматривать потому что в этом нет смысла, кроме как доп. работа и заработок для исполнителя. Оптимизация уже вот-вот будет сделана, от исполнителя нужен просто дизайн и верстка HTML, интеграция в Wordpress вообще не касается этого проекта, знание PHP и JS это запрос на перспективу.
