Верстка одной секции

Новый дизайн прикрепляю (psd скину исполнителю) Заголовок, кнопку, цифры верстать не нужно. Только карту. Нужно адаптивно сверстать, чтоб все эти флажки были на нужном месте, как на десктопе, так и на планшете, мобильном (как сейчас на сайте). html всех флажков можете взять с примера. При наведении флажок должен увеличиваться и внутри появляется флаг страны, рядом окошко со страной и городом, при клике на красную кнопку play подтягивается видео с youtube в модальном окне.

Екатерина, svg это тоже картинка, просто качество не меняться когда экран большой. Обращайтесь могу сделать и нормальную карту с таким видом, но там есть моменты если это google карта, с яндекс проблем ни каких. Любые прихоти как говориться ).
