Shaping templates in Word for further sending in Outlook

We already have ready models, but we don’t know how to implement it technically.
These templates are needed for email sending among the company employees.
The templates are divided into two types: internal communications and news daJest.
That is, we need to send the document as a letter and not simply attach it to the letter. (Send from Word to Outlook)
The template means that any employee can easily edit the template blocks. (edit the text block, change the image or, if necessary, remove it, insert icons and change hyperlinks in these icons)

Хороший вопрос)
Я попытаюсь описать механику, по которой планируется отправка шаблона.
Человек заходит в Word, редактирует блоки шаблона на своё усмотрение, далее на панели сверху нажимает иконку "Эл. почтой" и затем открывается Outlook, в котором выбирается список получателей и письмо уходит.
Получатель в итоге открывает письмо, тело которого и является этим шаблоном. Он может при необходимости нажать на ссылку или же скопировать себе часть текста и тд.
Я так понимаю - это второй вариант, который Вы описали.
