There is a food delivery website working on Opencart 3.0.2.0 (OcStore 3.0.2.0)

The site is in two languages - UKR and RUS
When entering the site, the user sees a menu with a choice of city.
Currently, different conditions for minimum order amount and delivery cost are set for different cities.
Implemented through Simple checkout + City Manager + My delivery methods (xshippingpro)
Enhancement #1
It is necessary to enhance the functionality so that for some cities it would be impossible to order certain products, product groups, or categories (selected in the admin panel)
1) the user should not see these products and categories in the menu on the site if a city is selected to which these products are not delivered
2) If a user has added products to the cart, but then at the checkout stage selected delivery to a city where some products are not delivered - they should see a notification suggesting to remove these products from the cart and place an order or choose self-pickup.
Enhancement #2
Due to power outage, we cannot prepare all dishes, but can prepare some of them.
The idea is to mark products in the admin panel (possibly with tags or in another way) to divide them into two conditional groups "always available" and "requires electricity".
In the admin panel, add a switch "Electricity available" and "No electricity".
If "No electricity" is selected, then all products from the "requires electricity" group become unavailable for ordering (the add to cart button does not work, clicking on it shows a notification with the text, the product card displays a note "temporarily unavailable"). All such products are sorted and displayed at the end of categories.
