Все указанные функции пользователь может сделать бесплатной универсальной обработкой от 1С "ЗагрузкаДанныхИзТабличногоДокумента_УФ.epf" (это для управляемых форм, такая же есть для обычных).
Загрузка справочников, документов и регистров сведений позволит даже малоопытному юзеру все сделать. Причем данные можно просто копировать в таблицу на форме обработки.
Те "специалисты", которые предлагают за деньги "запрограммировать" (разработать) подобные обработки, либо некомпетентны (не знаю типовой функционал от 1С либо не умеют им пользоваться), либо нечестны (умеют, но разводять клиента на деньги).
