Replace the photo and text in the image

I have a photo of the Swedish document.

I need to change the photo and text to mine.

*This is needed for registration in the Wise electronic wallet. It restricts Ukrainians from using the service if we live in Ukraine, but if we have left, then everything is fine, it gives full access to use it. 

In short, without tricks, there is no way.  

So I need to replace the photo and some text: surname, first name.

There is a front and back side. 

I have the following questions:

1. Is it possible to do this?

2. How much will it cost?

For work and a more accurate estimate, I will send the photo during the collaboration. The photos are of higher quality.
