Quite an interesting task :) completely possible for implementation on WordPress. More questions arise about what specific content you want to manage from the admin panel? Because I imagine it as the layout of all layers stacked on top of each other and displaying them when selected in the form. And as for management, you can display all texts and form placeholders in the admin panel for editing, and you can also display all images, but they need to be replaced with analogues, possibly with changed colors or textures. But if it's some kind of background, then it should be a background (meaning it won't be possible to move decorative items from the admin panel, only to replace one with another).
This can be completely done in JavaScript, and WordPress can be used for the admin panel and more convenient content management by processing forms through built-in WordPress functions (not plugins, I don't see the need for them except for acf).
