Telegram bot admin for groups

Personal project for public use, in development stage
- processes requests to join the group
- welcomes new users
- has mute and ban commands
- deletes forwarded messages from channels
- deletes messages with links if they are not in the whitelist
- sends group rules upon command
- commands and filters in the group do not apply to admins, anonymous admins, messages on behalf of the channel linked to the group
