Telegram bot currency parser

Telegram bot for obtaining the current exchange rates (USD, EUR, PLN, GBP) from various sources (NBU, PrivatBank, Monobank, Minfin), storing history in SQLite, subscription to mailing list, and chart building.
Implemented on #aiogram3. The bot is operational, can be tested
