Need a Laravel PHP developer

My developer could not complete the work earlier than three months and I took the risk to order services externally to speed things up. The agreements are not being fulfilled at all.
1. The deadlines he himself constantly mentions are always being postponed; he always needs a couple more weeks, and he constantly claims the project is almost ready. Instead of the two-week deadline he set, it has turned into more than three months. The start was on 17.11.2025 and as of today, 20.02.2026, there is a 100% non-fulfillment. He did not fulfill anything we agreed upon.
1. Payment is a separate issue. He regularly threw tantrums, claiming he miscalculated the cost and has nothing to live on. I gave an advance separately from the cost because he promised that the project was 95% ready and he needed a couple more weeks to complete it. This was in December, and then it happened again in January. He also received compensation for fuel for the generator to finish the work. He did not finish the work. Again, he needs a couple more weeks.
- It was not possible to assess the quality of the work; he did nothing of what we agreed upon.
- He knows how to communicate if he wants to receive an advance; his vocabulary is good, and with his honesty, I fell for fraud.
- The cost, as he later said, was named intuitively, probably to later manipulate the total amount.
- To all my written conditions for finding a compromise, he simply stopped responding and does not answer messages. One of the compromise options was the proposal to finish the work we agreed upon under the supervision and control of the project developer.
- The deadlines for work with this contractor cannot be applied at all. As he himself described why he constantly violated them, his desire to predict deadlines is, in large measure, a great desire to fit into the given timeframe and is unrealistic.
Moreover, he copied my project and began to blackmail me that he would sell it if I did not pay him. It all started very simply; I needed to create a payment tool and correct minor text errors on the website. The experience of working with this contractor is simply terrible.
