- если не написан - какова тематика? что требуется в конечном итоге?
- готова ли верстка или все нужно с нуля верстать? если с нуля - шаблон или с макета от дизайнера?Нужно детализированное ТЗ, но чтобы отсеять как можно больше исполнителей, которым ваш проект покажется неинтересным - нужно это все описывать.
