2D animation

We need to create 2D animation lasting about 20-25 seconds based on the principle shown in the link below, but
without Video fragments, only animation.
The style and presentation should be the same. Instead of cars, there will be 6 rackets. (I will provide files with rackets when selecting the Performer). The camera should also zoom in on the rackets and show close-up. Each racket has the name of its city: Rome, Dubai, Madrid.... The city names need to be indicated as done in this animation. After that, add engine noise and possibly the cheering crowd. I will provide audio files.
In other words, the animation should follow the same principle and style as shown below:

Please clarify, how exactly do you envision the movement of the paddles in the animation? The example in the link uses cars — they participate in a race, with dynamic turns and overtaking. I would like to understand whether the paddles should move similarly, as if they are participating in a race, or if you see their movement differently (for example, smooth hovering, lining up in a row, etc.)?
Also, please specify whether each paddle will have its own trajectory, and whether it is necessary to focus on each one individually, as in the video example.
