Очень интересный проект - хочу предложить два варианта выполнения:
1) Создать 3D-модель персонажа из пластилина в программе, затем анимировать её и получить качественный ролик
2) Т.к. ходил в школу искусств, готов заняться вручную. Конечно, постараюсь максимально качественно выполнить (вплоть до 10-15 кадров в секунду), но советую первый вариант

Про бюджет 40-секундного пластилинового мультфильма, если он составляет 8000 грн, вполне можно сказать, что он "не велик") Особенно если сроки сжатые. Бюджет мал.
