I could suggest doing this not as a video, but rendering everything in real time (like in games). This will allow for smoothness and independence of individual animations, and the snowflakes will fall really chaotically without repeating movement patterns, as would be noticeable in a looped video. Plus, different interactive elements could be added to the animation because of this approach. For example, the head will slightly turn towards the chat when a new message appears in the chat (or for example on a donation).

В таком случае я бы мог предложить сделать это не как видео, а рендерить это всё в реальном времени (как в играх). Это позволит иметь плавность и независимость отдельных анимаций, а те же снежинки будут падать действительно хаотично без повторяющихся паттернов движения, как это было бы заметно на зацикленном видео. Плюс можно было бы добавить разные интерактивные элементы добавить в анимацию из-за такого подхода. Например, голова будет немного поворачиваться в сторону чата, когда будет появляться новое сообщение в чате (или например на донат). Я оставил ставку на случай, если вам такое интересно и лимит бюджета всё-таки не такой, как указан в проекте.
