A digital signage system is needed for the clinic: an APK on each TV pulls video from the server, caches it locally, and plays the assigned playlist without relying on the stream.

I will do it this way: an Android application in Kotlin with ExoPlayer for playback, a background WorkManager for downloading/updating video files on a schedule. Each device registers with a unique ID and receives the assigned playlist via REST API. A web control panel (Node.js + React) allows assigning playlists to specific TVs from a computer, uploading videos, and viewing the status of each device. When the playlist changes, the application receives a push notification (FCM) and pulls only new files without re-downloading all content.

The key point: synchronization of playback between screens is implemented through a common timestamp from the server; otherwise, the TVs will drift apart in time.
