That is, a system script is needed so that Telegram accounts can be connected to it, and a timer (cooldown) can be set between sending messages. Connection should be through the Telegram number or Api_Id, Api_Hash, and number. It should open via .exe. The text that should be sent must be taken from the notes (favorites) in Telegram. Messages should only be sent to chats (groups), not to personal chats! As simple as possible, the main thing is that it works!
