сделать дипломную работу на данную тему, то есть разработать прибор на микроконтроллере и запрограммировать его, юсб порт может подключатся к пк или телефону

скорее всего одним фрилансером не обойдетесь т.к. вряд-ли какой то нормальный электронщик станет заниматься оформлением диплома, равно как и гуманитарии которые занимаются написанием дипломов не смогут сделать вам качественное устройство (если конечно это требуется)

и еще рекомендую прикрепить файлом пример готового, оформленного диплома.
