Есть база номеров в таблице exel
Нужно её добавить в телеграм (те номера которые зарегистрированы) И добавить в созданные паблики или чаты (нужно обсудить что эффективней) чатов можно много (про ограничение в 200 человек знаю)
База около 8000 номеров

Увы, без аккаунтов Telegram не возможно. На один аккаунт можете добавить 5000 контактов, затем каждый день по 200 контактов и не факт что это будет работать. Разработчиками в 2019 году было внедрено ограничение. Сейчас вы можете завести 2 аккаунта Telegram, подписать их одним именем и синхронизировать частями. Если вам интересно, то пройдёмте в лс. А так решения нет, пока Дуров не позволит делать массовые действия.
