Нужно ли учитывать закупочную цену чтобы не продать ниже закупочной? Должно работать как скидка или как уменьшение цены? Округление математическое или всегда в меньшую сторону?

Округление должно происходить по арифметическим правилам. Механизм округления примерно как в в меню ИЗМЕНИТЬ-РАСПРЕДЕЛИТЬ СУММУ ПО СУММАМ только не на определенную сумму, а до определенной суммы. Разницу распределять на все позиции пропорционально.

или, как вариант, реализовать это на базе меню ИЗМЕНИТЬ путем добавления соответствующего пункта в перечень доступных операций, но для быстрого доступа отдельная кнопка на панели инструментов должна быть.
