Как я это вижу
1. При нажатии добавить объявления откривается форма добовления, это можно посмотреть в "screenshot 6" и гдето добавить кнопку Импорт
2. Когда пользовател нажимает на эту кнопку откриается pop-up окно где есть описание, прмер файла импорта который можно скачать и выбрать файл для импорта
3. И ниже кнопка Начать импорт
Также в дальнейшем планируется добавить пакеты для публикации объявлений и нужно будет продумать как сделать так чтоби только при покупке определенного пакета откривалась это возможность.
