Добрый день. Проект только реализовываем. Сканера еще нет. Какой скажете такой и купим. Главное чтоб он работал и с компом и с планшетом, предположительно на андроиде. Я же правильно понимаю, что Екселю все равно на чем он работает?

Экселу не всё равно: он принимает ввод только с клавиатуры и мыши, т.о. Вы ограничены сканерами, допускающими использование в режиме HID Keyboard.
Если сканер работает только как последовательный порт, то программное решение будет существенно сложнее и дороже и Эксел тут подойдёт только для конечного анализа данных, накопленных другим, специально сделанным, приложением..
Любой сканер приличного производителя позволяет это, но нужно убедиться в этом предварительно. Поскольку Вы планируете использовать сканер на мобильных устройствах, Вам нужен сканер с возможностью работы через Bluetooth.
