Выпадающие списки делаются без проблем, вызывайте, организуем.

Не вижу смысла дублировании проектов. Если хотите, чтобы к выбранному значению выпадающего списка "подтягивались" данные базы - это называется установка логических связей. Если логика простая - можно формулами, посложнее - макросом (VBA). Мое предложение в предыдущем проекте - именно макросом. В любом случае, мне кажется, лучше исользовать элементы управления ActiveX.

Не в обиду...
1) ДВССЫЛ() - волатильная функция. Возможно, на этом проекте это будет незаметно, но как по мне - лучше не применять ее вообще;
2) если это совет заказчику... Запутается. Надо хотя бы небольшой опыт использования этой функции.
