Автор, приложите пример XML, который надо "затягивать". Сложно определиться с бюджетом и сроками, не видя того, с чем придется работать.

Контрагенты и номенклатура в базе и внешних файлах синхронизированы?
Что делать, если при загрузке накладной нет контрагента или номенклатуры в базе? Пропускать или создавать новый элемент?

Создавать, но такого фактически не можете быть, потому что все контрагенты которые регистрируют на нас налоговые в базе 1с автоматически должны быть внесены. Сравнение пускай проходит по коду ИНН.

Под "групповой обработкой" имеется ввиду, что все файлы лежат в определенной папке, куда подключается обработка и поочередно их обрабатывает? После чего файлы удаляются?
