Animation based on ready-made illustrations is a task where it is important not only to "move the picture" but also to preserve the artist's style. Often, illustrators do not prepare files for animation perfectly, so my work begins with proper preparation and cutting of layers.
I am engaged in 2D animation (Startfire Studio) and specialize in bringing static images to life.

My approach to your source materials:
1. Rigging (Skeleton): If the characters are complex, I will build a skeleton (in Duik Bassel or Spine) so that the movements of the arms/legs are physically correct, with inverse kinematics.
2. "Bringing to Life" (Secondary Motion): To ensure the scene does not look "wooden," I will add secondary animation — inertia of hair, movement of clothing, blinking, "breathing" of the background.
3. Loop & Composition: I will carefully loop background elements and "multiply" objects (as specified in the task), creating depth in the scene (parallax).

A budget of $300 is a great start. To understand the scope that fits into this amount (duration of the video or number of scenes), I need to see the style.
