причина ошибки заключается в том что пакетный менеджер apt-get не может найти пакет git-ftp и установить его.
попробуйте в bitbucket-pipelines.yml поменять строку:
- apt-get -qq install git-ftp
поменять на
- apt-get update && apt-get -qq install git-ftp
