1. Вероятно, в систему прописан или добавлен список городов только на русском. Минимальное исправление - менять список, который может храниться в файле или в базе или быть вписан в скрипт. Максимальное - анализировать код и расширять функциональность в скрипте, чтобы он реагировал на изменение языка и выдавал пользователю на нужном языке список городов.
2. Тут конечно странно, возможно в запросе был апостроф "м'ята" и на него срабатывает защита от иньекций, написанная без учета, что есть языки с апострофом. Или же украинский запрещен в системе.
3. Куда и с чем интегрировать?
В общем, исправить такое можно, но работа не для двух дней, а возможно - на недели две, в зависмости от запутанности кода и обьема работы. -
