Непонятное ТЗ, требует более детального описания. Есть сама модель уровня или нет? или уровень надо собирать из подручных асетов халявных? соответственно выглядеть будет так себе... майнкрафт...
Либо самому моделировать, развертывать, текстурировать, вставлять в юнити, прописывать колайдеры и т.д. - это совсем другая цена.
