Given the requirements that it should be a desktop client that works ONLY in offline mode and as a data source only the output file chat export tool, I see the performance of the task in this way.Take some already ready implementation with open source telegrams of the client on the desktop with desirably the most quality-written code from the point of view of architecture (to not shoot yourself in the foot when modifying its code base), and completely rewrite the entire layer responsible for network requests, so simply all the reading of the data came from the exported file, well and you will have to rewrite the internal storage of the client and some other parts.The network layer itself represents almost half of the entire customer telegram code base.In short, this is a very extensive work that will necessarily generate a lot of additional problems on the way to implementation, so there is no precise time for the development of the speech, and the price accordingly.This is exactly the development week, I can assume that the period is 2-4 weeks.The price is fully built on the basis of the amount of hours spent on the development.But it’s all an absolutely real and transparent task with a fully understandable way of its implementation (at least based on the conditions that were described in the project on the link above).
