Ситуация критична. С одной стороны это студенческий а не коммерческий проект, а с другой не на час работы. Мне так точно. Соответственно менее чем за 2000 грн задача технически нереализуема, а больше и требовать нехорошо. Студентам и это много.

В пределах этого бюджета и с учётом ваших пожеланий (типа "как можно проще") возможно создание программы на C# (WinForms или WPF) или C++ (Qt), если вы всю "математику" из присоединённого документа (на англ.) распишете в пригодном для кодирования виде.
Если же результат никто проверять не будет, то можно взять какой-то стандартный алгоритм ассиметричного шифрования или что-то ещё попроще (напр., из openssl).

Просто остальные протоколы идут без установления соединения. Это единственный стандарт ожидающий подключения.

- Функции base64 имеют несколько параметров. Тут уточнение - сохранять ли в хеше начало, конец.. в общем вопрос о требованиях к параметрам криптографии )) но это уже если буду исполнителем

Даже параметры уточнил в ставке. Что это именно оконное приложение (окошки кнопочки, поля для ввода)
Ну поскольку количество потоков в одном процессе ограничено то указал максимум в 50 подключений.
