ANNOUNCEMENT OF COMPETITION (collection of technical and price proposals)
Customer: Public Organization "Dignity Online" (EDRPOU 45064310).
Subject of procurement: services of a monitoring and evaluation (M&E) specialist — development of a system of key monitoring indicators for the implementation of the Online Child Safety Action Plan. The contractor analyzes the Strategy and the draft Action Plan, develops a set of SMART indicators (with definitions, baseline, target values, data sources, means of verification, frequency, and responsible parties), presents them in the form of a monitoring matrix/framework, aligns with donor reporting requirements (codes, disaggregation by age/gender/vulnerability) and prepares a final methodological note. Up to two rounds of revisions are anticipated.
Execution format: one expert.
Main requirements for the contractor:
• education in social sciences, statistics, public policy, monitoring and evaluation, or related fields;
• at least 3 years of professional experience in the field of M&E/results measurement, including the development of indicator systems (logframe/results framework/theory of change);
• at least 2 completed relevant projects on the development of indicators/M&E frameworks, with contact references;
• proficiency in the methodology of SMART indicators and approaches to defining data sources and means of verification;
• confirmed knowledge or experience in developing monitoring and evaluation systems for public policies;
• fluent in Ukrainian and working level of English;
• registered individual entrepreneur or legal entity (for contract signing and cashless payment);
• willingness to sign the Supplier Declaration on compliance with anti-corruption policy.
Desirable (additionally evaluated) requirements:
• knowledge of national/sectoral indicator systems for child safety (including online safety);
• experience in data disaggregation (age, gender, vulnerability).
Proposal composition:
• completed proposal form (technical and price parts);
• CV of the contractor with a description of relevant M&E experience and 2 contact references;
• brief description of the approach/methodology for developing indicators (up to 1–2 pages), preferably with examples of 2–3 indicators;
• signed Supplier Declaration (anti-corruption/conflict of interest).
Selection criterion: best value (not necessarily the lowest price). Evaluation based on a weighted matrix: relevant M&E experience — 35%, approach/methodology — 30%, professional expertise (child rights/online safety) — 15%, price — 20%. Proposals with a technical score below 60% of the maximum will be rejected.
Service provision deadline: until June 28, 2026.
Final deadline for submitting proposals: until 23:59 on June 19, 2026 (Friday) inclusive.
Submission method: proposals should be sent with the subject line specified. Be sure to indicate: "Proposal for the competition — Monitoring Indicators of the Action Plan — [Full Name of Individual Entrepreneur / name of legal entity]."
