I am looking for an experienced developer or a team who can help me to develop a solution for parents I work with and for me to avoid piles of registration forms required by numerous schools.

In a long run It will be a solution for parents I work with and for me to avoid piles of registration forms required by numerous schools. ( I am educational consultant and have to complete so many of them)
We will need a private cabinet for parents or for me where we can see the fields the schools require us to complete. When I know the approximate cost of your services I will compile a list of what questions will need to be included.
We will also need a private cabinet for schools where they can login and easily adjust what they require from the student to complete. These should be a building blocks of the form the student later sees. But it must be super easy and not time consuming for schools to do otherwise they won't agree to cooperate.
The information is personal and should be hacker proof and safe.
Also I will need help in setting up payment system for registration fees
