уже искал и пробовал что пишут - не помогает.

Тут все просто. Уверсії Мадженти починаючи з 1.9.1.0 листи про ордер приходять по крону.
1. Є сенс перевірити чи взагалі приходять листи з сервера (використайте простий скріпт для перевірки відправки почти)
2. Якщо почта відправляєтсья, перевірте налаштування крону.
УВАГА! Перш ніж налаштувати крон перевірте таблицю core_email_queue. Проблема в тому, що після запуску крону відправляться всі листи які не були відправлені із цієї таблиці. Упевніться чи варто відправляти старі листи.

Поставьте себе этот плагин, отключите в настройках Queue Usage, и все заработает.
