Mini-application with VPN service and Location

I need an application that has the following functionality:
1. Sending location, battery, and device data to the specified API every minute
2. An unremovable DNS-over-HTTPS service (preferably implemented through a VPN Service)
It should work in all cases: phone reboot, screen lock, etc. And the VPN service should not be disabled by other VPN services.
User logic:
1. Buttons are needed that go to settings to obtain permissions (auto-start, battery optimization restriction, and location access)
2. After obtaining the necessary permissions, it asks to enter a code, which is checked for validity through the API
3. If the code is valid, a button appears to start the service. And everything disappears, leaving only the shield icon, and nothing else can be done
