На Астериске можно настроить уведомление о том, что данная симка занята либо сделать автоматический перебор всех симок, найти свободную и с нее совершить звонок. Для входящих звонков на симку - это будет сложнее сделать, так как это зависит уже от оператора, а не от настроек Астериска либо шлюза.
