    1. все зависит от лицензии под которой данной шаблонизатор распространяется
    2. если без свои костыле никак не обойтись, то сам по себе php неплохой шаблонитор (пример Wordpress). Самый простой шаблонизатор состоит из одной функции (вот как это устроено в opencart https://github.com/opencart/opencart/blob/master/upload/system/library/template/template.php). В самом шаблоне используются все функции php.

    За разумную цену продам шаблонизатор Smarty с инструкциями на трех языках. 

    А если серьезно, то у вас должны быть какие-то требования и пожелания к финальному продукту, которым не удовлетворяет любой другой стандартный шаблонизатор. Либо область применения завязана на что-то... Можете подробней описать?
