проблема может быть не в товарном хфиде, а на самом сайте. У гугла есть условия по сайту. Необходимо смотреть на конкретном примере.

Илья, думаю легче дождаться ответа тех поддержки. т.к. вникнуть в проблему по скрину с запретом модерации "сложнее" чем Вам, имея доступ к аккаунтам.
