The technical task is excellent - the task is clear, I have encountered this more than once

Experience: I have been administering 1C + MS SQL for over 6 years, worked with loads from 20 to 150 users on RDP, physical servers are my usual environment

What I propose in order:
* RAID: diagnostics, recovery of redundancy without data loss (if the controller allows - online, if not - we will agree on a window)
* Migration of the database to NVMe + proper separation of TempDB and logs - this significantly speeds up 1C, especially with 60 users
* SQL optimization is done for a specific load profile, not by a template from the internet
* Backups: I will set up FULL/DIFF/LOG, export to several locations (locally + external storage + S3/Backblaze), necessarily with a test restore - without this, a backup is not considered
* I will set up WireGuard + firewall, we will close RDP to the outside
