Не устраивает работа с одним сайтом идет нагрузка https://prnt.sc/sxuhfj а у нас там 2 сайта. Работа с ними параллельно должна быть без нагрузок и т.д. Также должна быть возможная дальнейшая консультация по панели.

Чтобы четко разделить ресурсы на сайты их нужно разграничить, полное разграничение есть только в клоудлинуксе, которого у вас на 999% нет и не будет, первый вопрос так же можете снимать потому что процессы того же веб стека и сервера бд будут едины для всех, потому смысл отпадает, что вам разграничат? На уровне пхп?),

Здравствуйте.
Можно настроить распределение хоть на 2, хоть на 10 сайтов, только если все они находятся на одном сервере, то никакой разницы при нагрузке не будет*, вы в любом случае ресурсы одного сервера тратите.
* Здесь могут быть исключения, например если есть ограничения внутри самих скриптов сайта. Но тогда вопрос вряд ли должен решаться кластеризацией.

Полное разделение будет только если их разнести по отдельным витруальным серверам. Просто, выбираете более простую конфигурацию для второго сайта...
А первому сайту всё-равно понадобится перенастройка сервера и/или усиление конфигурации. Если в результате этих действий не будет подниматься нагрузка, то, возможно, будет излишним отселять первый сайт....
Просто, вы сначала должны для себя решить с чем бороться - спасать один сайт от другого или пытаться сделать так, чтобы сервер работал без перегрузки с одним или двумя сайтами. -
