It should be implemented correctly so that statuses are managed independently of the quantity, with the exception when the quantity is 0, then it makes sense to change some statuses. But when you have 997 - that's one status, and 998 - another - these are crutches that will work until you actually face a situation where your supplier really gives you a quantity of 998, and it should not change the status.
