Can be implemented both on Laravel and on Symfony. I recommend the latter.
API documentation on Swagger, which is convenient and understandable to all developers.
I don't see any problematic tasks, rate $13 or $10 if it will be possible to then keep the site on support (this is interesting and motivating). I will give a decision on the admin panel if on Symfony, there is a cool CRUD so as not to spend money and a lot of time on its implementation. I have experience with VUE JS, although not very traditional, but in case of some tasks when the site is already on support, I will be able to solve front-end problems as well, since I don't fully understand front-end and back-end separately, whether developers are separate or not, so it would be good to clarify. Deadlines and cost only after at least the design.
