Unable to program Flash for FPGA using iMPACT, because the program does not recognize the Xilinx Platform Cable USB. In the Windows 10 device manager, the cable is recognized as "Xilinx USB Cable", while the Vivado 2019.1.3 program recognizes the cable normally and programs the FPGA correctly.
