Вопрос такого рода. оптимизационные мероприятия на стороне битрикса проводились или нет ? Если не проводились начните сначала с них. Если проводились надо будет детально рассматривать что и где не так работает. Зачастую проблема при обмене не из-за медленной (возможно ) 1С .

при таком подходе заказчика в вопросах оптимизации и интеграции (тем более доработок интеграции) лучше не браться за подобный заказ :)
объем работ может быть 5 часов, а может 50....
даже у опытных, подготовленных спецов

У меня есть хороший специалист по обменам баз БАС(1С) и сайтам на CMS Битрикс. Знаем УТП хорошо. Но прогнозировать трудоемкость Вашей задачи малореально.
