There are two ways to solve this task.
1 - not obvious to the user, but not always works, even if there is access to the internet
2nd - obvious through the postscript, but the person will be issued a warning about the launch of interactive content.
In any case, both methods are relatively unreliable (but can be implemented in a specific PDF). It will require a small tracking server (serverless tracking) and the final data will fall into the database in the form of a large number of JSONs with open source information.

Хіба що в кінці файлу різними мовами написати щось типу "Даю стільки-то грошей за інформацію про те, в якій країні Ви читаєте цей файл. Інформацію про країну і реквізити для грошового переказу надсилати на такий-то e-mail".

Можно сделать так, чтобы было видно из какой страны скачивается файл и сколько раз.

Не скачивается, а откывается. Скачивает мой клиент например. Но я хочу знать, передает ли он этот файл куда то еще. В другие страны.

,,Вооот" ето уже ,,проблема". Разве что в ваши файлы внедрить какие-то похожие на вирусы маячки что-ли. Которые считывают как и когда открывался файл на девайсе в офлайн режиме, а при подключении к интернету отправляли как то вам сигнал с пакетом данных со статистикой.
Думаю тот кто будет делать этот проект сможет придумать что-то вроде этого. И внедрить. Желаю успехов.
