You are indicating a launch on a Windows server. This often brings along issues with paths, encodings, and the task scheduler. I would suggest packaging everything in Docker right away: this guarantees that everything will work on your server just as perfectly as it does for me during development.
Regarding the stack: I propose using Django + Celery. Django will provide us with an excellent base for storing transactions and a ready-made control panel. For retries and queues (if parsing fails in the middle), Kafka or the lighter RabbitMQ would be ideal. If the project does not plan to grow wildly in scale: we can manage without heavy pipelines, keeping the architecture clean and light.
I plan to implement uniqueness at the database index level and check transaction hashes: this will allow us to safely restart the process even ten times in a row. We will separate the logic for income division by date and refunds into separate service layers: to prevent the code from turning into a mess.
