Уже была подобная работа. Собирались данные о видео и канале/пользователе и сохранялись для дальнейшей обработки. Всё отрабатывается по Крону или запросу.
Цена будет соответствующей.
Работаю с Ларавель последние 3 года. До этого работал с Kohana, CodeIgniter и делал многие небольших доработок во многих других ЦМС и Фреймворках.
Парсил сайты, составлял графики, подключал онлайн оплаты, работал с разными сервисами API Google, Amazon, PayPal.
Есть большой опыт в программировании.
