If we are talking about modifying the driver itself at the kernel level, then with Windows 10 1607, the system does not load a modified or re-signed kernel driver without a signature through Microsoft (EV certificate plus attestation), and any modification of the video driver binary breaks the original signature. Additionally, reverse engineering proprietary drivers from NVIDIA or AMD is explicitly prohibited by their licenses. A literal patch will not work for you or users without a test mode for signing, and this is a limitation of Windows itself.

What you described essentially (access to parameters that are not in the standard panel, through your UI or API, modularly, with a rollback to default) can be done in user space on top of the vendor's standard SDK, without any kernel patch.
